The Kaduna State House of Assembly’s ad hoc committee, which was set up to investigate the finances, loans, and contracts awarded under former governor Nasir El-Rufai, has submitted its report to the House.
During a plenary session on Wednesday, the committee’s chairman, Henry Zacharia, presented the findings, revealing that many loans obtained during El-Rufai’s administration were not used for their intended purposes.
Additionally, in some cases, proper procedures were not followed in securing these loans.
Speaker of the Kaduna House of Assembly, Yusuf Liman, received the report and disclosed that a total of N423 billion was misappropriated by the El-Rufai administration, leaving the state with significant financial liabilities.

The committee recommended that security and anti-corruption agencies investigate and prosecute El-Rufai and other implicated cabinet members for abuses of office, including awarding contracts without due process, diverting public funds, and engaging in money laundering, which has severely indebted Kaduna State.
The committee also recommended the immediate suspension of Kaduna State Commissioner of Finance, Shizer Badda, who served in the same role under El-Rufai’s administration, as well as the chairman of the State Universal Basic Education Board.
Additionally, the committee urged a thorough investigation of several key appointees from the previous administration by relevant law enforcement and anti-corruption agencies.
The Kaduna State House of Assembly had tasked the committee with examining loans, grants, and project implementations from 2015 to 2023, during El-Rufai’s tenure as governor.
