U.S. President Joe Biden has signed an order granting Cyprus access to three major U.S. military programmes, marking a significant step in strengthening the bilateral relationship between the two nations.
According to Greek media reports on Thursday, Cyprus has now joined the Foreign Military Sales (FMS), Excess Defence Articles (EDA), and Title 10 Security Cooperation programmes.
The move is seen as crucial for Cyprus, as it will enhance bilateral cooperation, improve operational compatibility, and bolster security ties between the U.S. and the Republic of Cyprus. It will also help modernise Cyprus’ defence capabilities.
The FMS programme allows the U.S. to transfer defence articles, services, and training to international partners. The EDA programme provides foreign governments or international organisations with surplus U.S. defence equipment. The Title 10 programme enables participation in activities aimed at developing new capabilities for foreign countries’ security forces.
U.S. officials have expressed support for the decision, noting that the expanded cooperation will help create a new security framework in the region, with Cyprus playing an integral role.
In October 2024, Cyprus and the U.S. launched a strategic dialogue, and in September, both countries signed a cooperation roadmap covering defence matters from 2024 to 2029.

Cypriot President Nikos Christodoulides has been a strong advocate for closer U.S.-Cyprus ties and the country’s eventual NATO membership, stating in December that Cyprus would join NATO “tomorrow” if possible.
