Report: National Assembly Received N172b in 6 Months—Surpassing Combined Allocations for Transportation, Land, Power, Communication, and Water Resources Ministries

The National Assembly received N172 billion of its budgetary allocation in the first half of 2024, a figure significantly more than the amounts disbursed to the ministries of power, works and housing, land housing and urban development, transportation, communication technology, and water resources combined, an analysis by FIJ has revealed.

Comparing the budget performance of government ministries, agencies, and departments up until June 2024, FIJ observed that the National Assembly, with a N172 billion disbursement and a 50 percent budget performance, received more funds than the previously mentioned ministries during the same period, as published on the National Open Treasury Portal.

The ministries of power, works, and housing received only 2.08% of their 2024 budgetary allocation, totaling N46.9 billion for all their agencies and departments.

Consequently, significant agencies received only a fraction of their budgets: the Federal Road Maintenance Agency (FERMA) received about N9 billion (3.89 percent of its budget), the Transmission Company of Nigeria received around N1 billion (less than one percent), and the National Rural Electrification Agency received approximately N20 billion (just 5.25% of its allocation).

The Ministry of Transportation received only N21 billion, which is about 3.47% of its 2024 budgetary allocation. This amount had to be shared among relevant agencies, including the Federal Road Safety Commission (FRSC), the National Port Authority, and the National Railway Corporation, alongside other agencies.

Regarding the Ministry of Water Resources, the federal government disbursed 2.42% of its 2024 budget allocation, totaling about N28 billion. Consequently, agencies and departments under this ministry recorded low budget performance rates. For example, the National Hydrological Services Agency received only 12.75% of its total budgetary allocation for 2024, amounting to approximately N329,000.

.Bosun Tijani’s Ministry of Communication Technology on the other hand was paid 6.47% of the amount allocated to it in the 2024 fiscal year. This is just about 12.4 billion for all of the agencies and departments under this ministry.

Also, the Ministry of Land, Housing and Urban development recorded a budget performance rate of 2.21% with a payment of only N3.7 billion between January and June.
