El Salvador’s President Nayib Bukele has offered to house criminals of any nationality deported from the U.S., including “dangerous criminals” who are American citizens, in El Salvador’s prisons.
Bukele has “agreed to accept for deportation any illegal alien in the United States who is a criminal from any nationality.” Additionally, Bukele offered to house in his country’s prisons “dangerous American criminals in custody, including those of U.S. citizenship and legal residents.” He also pledged “full cooperation” in accepting deported Salvadorans from the U.S.
In a post on X, Bukele stated that El Salvador has presented the U.S. with “the opportunity to outsource part of its prison system.” He added that his country is willing to take in “convicted criminals (including convicted U.S. citizens) into our mega-prison…for a fee.” Bukele emphasized that while the fee would be “relatively low” for the U.S., it would be “significant for us, making our entire prison system sustainable.”
According to Bukele’s proposal, prisoners sent from the U.S., including American citizens and legal residents, would be held in El Salvador’s maximum-security prison, the ‘Terrorism Confinement Center’ (CECOT). The mega-prison, which opened in 2023, reportedly has a capacity of 40,000 inmates. However, human rights organizations have raised concerns over conditions in the facility, citing potential human rights violations.
A 2022 U.S. State Department report on Human Rights practices in El Salvador highlighted issues of “overcrowding and inhuman treatment” in the country’s prisons. The report also noted that “in many facilities, provisions for sanitation, potable water, ventilation, temperature control, and lighting are inadequate or nonexistent.”
The US Secretary of State Marco Rubio hailed this as the “most unprecedented and extraordinary migratory agreement anywhere in the world,” emphasizing that no country had ever made such an offer before. He also mentioned discussing the offer with President Donald Trump “earlier today” and praised Bukele as an “incredible friend” of the U.S. However, he did not disclose Trump’s response or whether he would accept the offer
While Trump has not yet responded, the offer has been endorsed by billionaire Elon Musk, who called it a “Great idea!!” in a post on X.
