The Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company (NNPC) Limited, Bayo Ojulari, has dismissed long-held claims that the Port Harcourt refinery had “old” and “new” components, describing the narrative as a scam that misled Nigerians for years.
Ojulari spoke on Thursday in Abuja when he received a delegation from the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), led by Festus Osifo, its president.
According to his statement published by TheCable, he said that narrative was false and misleading, as both parts of the plant were designed to function as one.

“The way the refinery is designed, the two parts are one. You hear old refinery, new refinery. That’s the wrong information,” Ojulari said.

He explained that the so-called “old refinery” was meant to feed into the newer unit so the final product would meet market standards.
“When the old refinery came forward, it was meant to feed into the new one for the end product to be of the right standard to the market,” he clarified.
Ojulari described the long-running distinction as a “scam” that misled Nigerians for years.
On July 30, the NNPC had already stated it had no plans to sell off the Port Harcourt refinery, reaffirming its commitment to completing the high-grade rehabilitation.
